Public Participation Plan

SCAG is a regional forum and a conduit between local jurisdictions, state agencies, and federal agencies. SCAG’s Regional Council and policy committees bring together elected leaders from diverse geographies to guide regional planning in pursuit of shared goals to benefit the region.

Public participation is fundamental to SCAG’s mission because understanding the needs of local governments, stakeholders, and the public strengthens planning processes. In many ways, SCAG’s success relies on meaningful participation.

The Public Participation Plan (PPP) outlines SCAG's vision and commitments to representative, accessible, and effective engagement in the development of its plans, programs, and initiatives.

Comment Period Closed for 2026 Draft Public Participation Plan 

The 45-day public comment period for the 2026 Draft Public Participation Plan ended on Nov. 7, 2025. The Legislative/Communications and Membership Committee approved the draft plan for public release on Sept. 16, 2025, and public comment and review started on Sept. 22, 2025. SCAG accepted comments via email, online form, dedicated phone line, and U.S. mail.  

There is still time to provide input. Staff will also hear public comments on the Draft Public Participation Plan at the Nov. 20, 2025, meeting of the Technical Working Group. Persons interested in attending or offering their comment at the Technical Working Group meeting may join via phone or online:

The Proposed Final Public Participation Plan, along with a report summarizing the entirety of comments, is slated to go before the Regional Council at their February 2026 meeting.

On April 7, 2022, SCAG’s Regional Council adopted an updated Public Participation Plan designed to be accessible to a general audience and adaptable in anticipation of evolving technologies and practices. SCAG’s planning work serves a large and diverse region, and public participation is an essential component of the agency’s planning process. This plan is key to ensuring that SCAG’s approach to public engagement is effective and inclusive.
